Some badass broad named "The Wipestress" is parading around thinking she is the next wasteland princess. Better go find her, and show her just how harsh the wasteland really is.
In order to get this quest, you need to level up first. As of now, it's not certain exactly what level is required but 30 should be enough.
Once you're in shape, talk to Merk. Tell him you want to do business with him. Regardless of your level, he will be upset and ask you does he look like a vendor to you. If you are levelled enough, you will have an additional dialog option which lets you take this quest - you present yourself to him as a killer for hire.
Go to marked location on The World map, and confront The Black Wipestress.
