Jacob is a vendor in Hub's Oldtown area, and he will offer you a job to deliver a message to Marshal at Gunrunners. You serve as the middleman in a short back-n-forth conversation between Jacob and his contact at the Gunrunners. Depending on your choice of dialogue options, you may need to make 2 round trips to Gun Runners from Hub's Old Town, but the quest can be completed with only 1 round trip, which yields a nice blueprint.

- At least 50% skill in either Small Guns, Big Guns, or Energy Weapons to be able to talk to Marshal
