Some thieves are just never prepared...
In Hub's Old Town, there are stairs down into a basement level, in the back corner of the big L-shaped building across the alley from the Tannery. The basement is a narrow hallway to a store room where a few people hang out. Their room has a heavy metal door, and a "Thief in Rags" is trying to pick the door's lock.
NOTE: The door is not actually locked, so you can go right in and search a few shelves.
NOTE: You may not be able to initiate dialogue with this thief, until you're standing in the right spot. If necessary, adjust your position and try again.
