It is simply a fetch quest where you have to talk to a chain of people in the city in order to introduce yourself and get a clue on what you should do next to make a living in the harsh Wasteland. This can be a great way to earn a lot of [[xp]] and learn about the important locations of [[The Hub]] that you will likely frequent most often.

Since the distance to [[The Hub]] from the [[Starting Location]] is short, you'll unlikely run into any trouble. However, if you do, then it's probably best to run. This is especially a good idea if you decided to skip the tutorial as you'll be at [[Levels|Level]] 1 with low [[Hit Points]] and mediocre combat skills.
 
Be sure to learn where everything is as you go to location to location. You will likely frequent the shops, the clinic, and the bar often this early in the game.

He suggests going there and talking to Joe Kelly. Exit to The World map and head east 1 zone to The Hub. If you're forced into a hostile encounter in that short distance, just run for the Exit Grid because you're too weak at Level 1 to do any fighting.
