With CH 1 and IN 1 you can get this Quest and finish it by killing The Horatius Rail Line Gang, but if you are intelligent (IN 4), charismatic (CH 6) and eloquent (Speech 66) enough, you will get the dialog options to diplomatically resolve this Quest with the gang leader Horatio. No combat needed.
Gunther will reward you with 3k XP instead of the usual 1k if you do so. |
