Talk to Buster (The dwarf in the guns tent). He will ask you to get him some cigarettes from the Rawhide Saloon.
Talk to Mira, the bartender at the Rawhide Saloon, just outside the city's main gate, to get the Cigarettes.
Deliver them to Buster, and he will reward you.
